Egypt enacted a landmark New Labor Law (No. 14 of 2025, effective September 2025) that significantly changed termination rules, maternity leave, and worker protections. Combined with social insurance obligations and entity setup requirements, an Employer of Record (EOR) simplifies compliant hiring.
Why Use an EOR in Egypt?
2025 Labor Law reform. The new law requires termination through judicial decision, extends maternity leave to 4 months, increases resignation notice to 3 months, and mandates a 3% annual raise on insured salary. An EOR stays current on these changes.
Social insurance obligations. Employers contribute 18.75% of the insurable salary under Social Insurance Law 148 of 2019, on a wage bounded between EGP 2,700 and EGP 16,700 a month in 2026. Both limits rise 15% each January through 2027, creating ongoing calculation complexity.
Entity setup requirements. Setting up a business in Egypt takes 4-6 weeks with costs of EGP 10,000-15,000 and involves multiple government registrations.
Specialized labor courts. Since October 2025, labor disputes go through specialized courts, making proper compliance documentation even more critical.

EOR Costs in Egypt
Most EOR providers charge $300 to $500 per employee per month. Statutory employer costs add about 19% on top of salary at typical BPO pay levels: social insurance at 18.75% of the insurable salary plus a 0.05% Martyrs and Victims Fund levy. Because the insurable salary is capped at EGP 16,700 a month in 2026, the effective rate falls for higher earners, to about 10.4% for a developer at EGP 30,000. Where the universal health insurance system has launched in a governorate, an additional employer contribution of a few percent applies; confirm for the hiring location.
