Morning hours stay the same
From 1:00 AM to 11:59 AM, keep the hour and pad to four digits. 8:15 AM is 0815. 11:45 AM is 1145.
Afternoon and evening: add 12
From 1:00 PM to 11:59 PM, add 12 to the hour. 1:00 PM is 1300, 5:30 PM is 1730, 11:59 PM is 2359. Going the other way, subtract 12 from any hour of 13 or greater.
Handle noon and midnight
